Germany continues to establish itself as a leading destination for international students. Unlike other countries that are tightening the rules and laws for international students, Germany continues to provide support and assistance. With the addition of labor force transition support and the doubling the allowable work hours for international students, Germany has become the top destination for international students.

The recent studies indicate that foreign enrolment in German higher education will reach 405,000 in the 2024/25 winter semester. This represents nearly a 10% year-over-year increase, marking the greatest annual growth in the past decade, according to the German Academic Exchange Service (DAAD).

Key Highlights from the DAAD Survey

  1. Growing Enrolment Figures:
    • Over 400,000 international students are currently enrolled at German universities.
    • The number of first-year international students has risen to 88,000, a 7% increase from the previous year.
  2. University Participation:
    • The snapshot survey conducted by DAAD included responses from 200 German universities, representing 70% of the country’s international student enrolment.
    • Around 90% of universities reported stable or increasing numbers of newly enrolled international students, with over half experiencing rising enrolments and a third observing sharp increases of 10% or more.
  3. Preference for Master’s Programs:
    • Growth in enrolment is driven primarily by international students pursuing Master’s degrees, with 56% of universities reporting significant increases in this category.

Challenges for International Students in Germany

Despite the positive trends, international students face several challenges:

  • Entry and Visa Issues:
    • 83% of universities cited difficulties with entry policies or the visa allocation process as a significant barrier.
  • Housing and Living Costs:
    • Affordable housing remains a pressing issue, with 75% of universities highlighting it as a challenge.
    • The cost of studying and living was noted as a concern by 69% of institutions.
  • Career Opportunities:
    • International students often face hurdles transitioning to the workforce. The DAAD emphasizes the need for expanded career support to open up job prospects for these students, especially in light of Germany’s skilled worker shortages.

German Government Initiatives to Support International Students

The German government has introduced several initiatives to enhance the experience of international students:

  • Labour Force Transition Supports:
    • Up to €120 million has been allocated through 2028 to facilitate smoother transitions for foreign graduates into the German workforce.
  • Increased Work Hours:
    • The government recently doubled the number of hours per week that foreign students are allowed to work during their studies, providing them with better financial and career opportunities.
